Nagpur: As Maharashtra Chief Minister and Finance & Planning Minister Devendra Fadnavis prepares to present the State Budget for the financial year 2026–2027 on March 6, his earlier book “Arthasankalp Sopya Bhashet” (Budget in Simple Language) is drawing renewed attention. The book, written to help common citizens understand the complexities of the budget, is now available online for everyone.
The book was originally published exactly six years ago on March 4, 2020, by Lakhe Prakashan in Nagpur. Fadnavis authored the book with the aim of making the State Budget — a crucial document reflecting Maharashtra’s economic policy — accessible and easily understandable to the general public.
Covers Everything From ‘What is a Budget?’ to ‘How to Read It’
The book explains the origin of the word budget, the basic concepts that need to be understood before reading a budget, and key financial terminology used in Marathi and English. It also provides clarity on important concepts, constitutional provisions related to budgeting, the structure of the state budget, and the entire process of its preparation.
It further elaborates on budget-related publications such as the White Book (containing budget estimates) and the Green Book (offering detailed explanatory notes), simplifying both for general readers. Department-wise and development board–wise mandatory expenditure details are also included.
The book additionally explains provisions under Article 371 (2)(b) of the Constitution concerning regional backlog removal, the compliance report to be submitted by the State Government to the Governor, and the step-by-step process — from budget presentation to legislative approval, enactment, and granting permission for expenditure from the Consolidated Fund of the State.
