Mumbai: In a groundbreaking initiative, Maharashtra has become the first state in India to introduce ‘Mobile Forensic Vans’ to enhance the collection and analysis of evidence in criminal investigations. The vans were launched by Chief Minister Devendra Fadnavis at an event held at Sahyadri Guest House on Monday, January 27

Speaking at the launch, CM Fadnavis highlighted that the availability of these vans marks a significant step in implementing the Indian Citizens’ Security Code, 2023, which mandates forensic evidence for crimes punishable with imprisonment of seven years or more. A total of 259 mobile forensic vans are planned for the state, out of which 21 fully equipped vans are already operational.

The mobile forensic vans are designed to assist in collecting and analyzing evidence at crime scenes efficiently. Using blockchain technology, the vans are equipped with a Crime Scene Application to document evidence, which is secured with barcodes for tamper-proof storage. These vehicles will be instrumental in solving cases involving blood and DNA sampling, rape investigations, and explosive material analysis.

Each van comes with advanced forensic kits for cybercrime investigations, CCTV surveillance, and the ability to connect evidence data directly with the concerned police station. A scientific expert and an assistant will be on board each van to ensure seamless operation.

Chief Minister Fadnavis emphasized, “The integrated system of mobile forensic vans, forensic kits, forensic experts, and crime scene applications will make evidence collection more accurate and efficient. This will not only improve the coordination between investigative agencies and forensic experts but also create fear among criminals, ensuring higher conviction rates and preventing evidence tampering.”

The event was attended by several dignitaries, including Minister of State for Home (Rural) Dr. Pankaj Bhoyar, Chief Secretary Sujata Saunik, Director General of Police Rashmi Shukla, and Mumbai Police Commissioner Vivek Phansalkar.

How the Mobile Forensic Vans Work:

• Once a crime is reported, the control room notifies the forensic team.

• The team visits the crime scene, documents it using photographs and videos, and updates the details in the Crime Scene Application.

• Forensic experts collect, analyze, and seal the evidence securely after consultation with senior experts via video conferencing.

• A detailed crime scene report is then handed over to the investigating officer.
