Nagpur’s Hookah Parlours Under Scrutiny: Are Police Targeting Only New Cafés?

Nagpur: The Crime Branch’s Unit 2 recently raided a hookah parlour in the upscale Ramnagar area for allegedly serving hookah to patrons. Conducted under the jurisdiction of Ambazari police station, the raid has raised concerns over selective enforcement, with sources alleging that authorities frequently target newly opened cafés while established parlours continue operations unchecked.


Hookah parlours have gained significant popularity among college students and minors, particularly in areas like Bajaj Nagar, Ambazari, and Sadar. Despite their late-night operations, local police stations reportedly remain passive, leaving enforcement primarily to the Crime Branch. However, industry insiders claim that new cafés face stricter scrutiny, while older establishments operate freely, sparking suspicions of potential understanding between law enforcement and certain parlour owners.


Several café operators, speaking anonymously, admitted to offering hookah services to willing customers. Police officials are well aware of this trend but mainly take action against newly opened cafés, while older ones function without any interference, some alleged.


This is not the first instance of controversy surrounding hookah parlour raids in Nagpur. In October 2024, a police raid on a Gokulpeth-based parlour led to allegations of assault, with the operator claiming that police personnel damaged his eardrum after he refused to pay Rs 35,000. The victim later filed a complaint with Police Commissioner Dr. Ravinder Kumar Singal.


Addressing concerns over enforcement, cops clarified that any illegal business in the city will be dealt with strictly, but we do not interfere with lawful café operations. If there is no illegal activity, there is no reason to fear the law.


As the popularity of hookah parlours continues to rise in Nagpur, questions persist over the fairness and consistency of police crackdowns.
